Abstract. The author describes the stages of state monopoly for insurance formation during the period from 1917 till 1921 and pays special attention to the decrees and normative acts thanks to which there is a possibility to trace the dynamics of the undertaken actions concerning the reconstruction and maintenance of insurance branch during the period of the acute crisis of financial and state system.
