LEGISLATIVE IMPLEMENTATION OF HIGHER EDUCATION REFORMING CONCEPTION IN RUSSIA

Abstract. The author substantiates that the necessity to study education and culture formation processes is increasing under the modern conditions of state and social institutions transformation and it corresponds to state life changed conditions and presents the history of the legislative implementation of higher education reforming conception in Russia.
