INTER-BUDGET RELATIONS LEGAL REGULATION PROBLEMS AT REGIONAL AND MUNICIPAL LEVELS

Abstract. The author covers regional and municipal authorities' inter-budget relations and especially budget assignment from the RF subjects to municipal units, as well as local government funding ratio with own financial resources, considers the peculiarities of inter-budget relations legal regulation at the present stage of development, and gives the examples on the basis of Ul'yanovsk region.
