Abstract. The author discusses the questions about soviet political placard formation during the Civil War period in accordance with the social-cultural problems of new authorities, and shows that the political placard of the first years of soviet power was intended to solve several social-cultural problems: the reflection of struggle and the new world birth, new power idea formation, Civil War cultural epoch new hero creation.
