Abstract. The article is devoted to the social-political activity of G. V. Baev as the town mayor of Vladikavkaz (1905-1917). Special attention is paid to studying his role in the enlightening, economic and cultural life of Terek region. The analysis of G. V. Baev’s economic and political publicism leads the author to the conclusion about the progressive significance of the ideas put forward by him (mandatory state support for agriculture, the creation of peasant cooperatives, the introduction of zemstvo in Terek region), which still remain relevant and can be used for economic and local government development in modern Russia.
