Abstract. The author considers the influence of the process of the development and improvement of communication means on relationship between authority and society. The growth of the danger of terrorism and other threats aggravated in the era of globalization leads to the expansion of secret services functions. The paper shows how the development of digital technologies allows implementing the global control over many aspects of society life in the interests of secret services.
