Abstract. The article examines the reasons for creation, developmental stages and structural components of the system of fostering and labour institutions for children and teenagers in the Russian Empire at the end of the XIX - the beginning of the XX century. The specific of developing these charitable institutions is represented considering regional peculiarities by the example of Olginsky orphanage of diligence in the town of Staraya Russa of Novgorod province.
