PRACTICE OF CONTINUITY OF PRESIDENTIAL POWER IN MODERN WORLD: EXPERIENCE OF RUSSIA AND VENEZUELA

Abstract. The article is dedicated to the practice of continuity in democratic republics with strong presidential power considered as a mechanism of power transfer from the President in office to the successor under the condition of preserving the policies. By the example of Russia and Venezuela the authors analyze the specific and common features of continuity in these countries in the period of 1999-2013. The paper accentuates the nature and development of this practice, identifies the role of voters in terms of accepting or rejecting the candidacy of successor.
