MAIN PRINCIPLES OF REFORMATION OF STATE GOVERNANCE OF PUBLIC EDUCATION IN RUSSIA IN THE FIRST QUARTER OF THE XIX CENTURY

Abstract. The article touches upon the educational reform of the first quarter of the XIX century. Its legislative acts determined the general conditions of the formation and development of integral public education system. The united system of education interconnected in all its parts was created for the first time in Russia. Such democratic principles as public availability of all parts of school system, the absence of deadlocks and the possibility of unimpeded passing from bottom to top were the consequence of the Enlightenment ideology influence on the authors of the reform.
