CULTURAL-ENLIGHTENMENT ACTIVITY OF COOPERATIVES AND ZEMSTVO: COLLABORATION OR COMPETITION?

Abstract. The article touches upon the theme of the participation of cooperatives and zemstvo in cultural-enlightenment activity among the adult population of the country, its main forms and methods are identified. The analysis of the famous Russian pedagogues’ views on the cultural-enlightenment activity of cooperatives is given. Main attention is paid to debatable issues concerning the interaction of local authorities and cooperatives in the sphere of out-of-school education, People’s Houses management, financial aid to cooperatives from the state and zemstvo; difference between cooperative People’s Houses and zemstvo institutions is shown. The author tries to highlight the main problems in the organization of the cultural-enlightenment activity of cooperatives in Russia at the beginning of the XX century.
