Plekhanov Andrei Evgen'evich
Ryazan State University named after S. A. Yesenin

Abstract. The article considers the problems of the implementation of the foreign policy of Russia on the eve of the First World War. Contradictions between Russia and the European countries associated with the attempts of the powers to increase their influence in the Balkans are analyzed. Particular attention is paid to the foreign policy and diplomacy of Russia during the Balkan wars and desire to pursue independent policy in Europe and in the Balkans. In order to achieve its goals Russia, on the one hand, had to maneuver between the great Europeans powers, made concessions, and on the other hand, tried to stick to its own interests.
