"THE THIRD SECTOR" AS A RESOURCE FOR DENATIONALIZATION AND DIVERSIFICATION OF STATE SOCIAL SERVICES

Abstract. The article presents the basic results of the systemic study of Moscow non-commercial organizations (NCO) on child care and family support conducted by the Department of Family and Youth Policy of Moscow in 2012. The following goals were set: the statistical analysis of non-commercial organizations; studying the assortment of social services provided by the non-commercial organizations; studying the forms of the cooperation and interaction of the non-commercial organizations with the public authorities. Relying on the survey results of the officials of 250 non-commercial organizations the author concludes that this segment is ready to implement the changes projected in social policy - the denationalization and diversification of state social services.
