GLASNOST AS A POLITICAL TECHNOLOGY: CHARACTERISTIC OF STRUCTURAL ELEMENTS

Abstract. The article examines the communicative essence of the informational policy of the period of perestroika - glasnost. The structure of glasnost, factors providing the efficiency of its application in the conditions of the competition of ideas and political programs are highlighted. It is postulated that the main technological means of providing glasnost may be used by the Russian authority while forming modern communication strategy, because just in the period of perestroika the fundamentals of the management of communications in our country were laid.
