MAINTENANCE OF REGIONAL CIVIL SERVANTS OF VORONEZH PROVINCE IN THE YEARS OF THE CIVIL WAR (1917-1922)

Abstract. The article for the first time analyzes how the Bolsheviks managed to realize the declared principles of egalitarianism regarding the reward of regional civil servants in the years of the Civil War within the territory of Voronezh province. The authors examine the process of changing civil servants’ wage system and the sources of financing. The paper discovers difference in the employees’ wage rates depending on the level of power and the relation between the employees’ wage rates and the efficiency of the state apparatus.
