MORAL AND ETHICAL IMAGE OF HIGH RANK SOVIET OFFICIALS AND STAFFING POLICY OF VORONEZH PROVINCE IN THE YEARS OF THE CIVIL WAR (1917-1922)

Abstract. The authors analyze the actions of Voronezh province high rank officials in the years of the Civil War, touch on the problem of their moral and ethical image, describe their most typical vices and types of crimes committed. The paper discovers how the facts of the high rank officials’ deviant behaviour influenced social moods, examines the staffing policy of Soviet power in the aspect of measures to form ethics and sanctions towards the high rank officials abusing official power.
