Abstract. In the article the attempt to analyze the problems of the confessional policy of the Russian Empire during the period of the 1860-1890s is made. The author shows that the principles of the imperial religious system were the patronage of the religiosity of subjects, the absolute orthodoxy, the monopoly on proselytism, the intolerance to asocial religious entities and sects, the criminal prosecution for the crimes against faith and morality. At the same time, the transformation of Russia into the multi-ethnic, poly-confessional state actualized the problem of integration of non-Russian peoples and representatives of non-Orthodox confessions into the all-Russian cultural and legal field to the spiritual and secular authorities.
