Abstract. The article addresses a problem associated with attempts to reform India’s North-Western border province in the period of 1919-1930. After the third Anglo-Afghan war inefficiency of Lord Curzon’s administration inspired calls to replace it. British India’s government initiated long debates on a new administrative system and liberalization of legislation in the strategically important border region. The author analyzes the struggle of the political groups and examines their proposals.
