PRIVATE TRADE REGULATION IN THE YEARS OF THE FIRST WORLD WAR (BY THE EXAMPLE OF TATAR FAIR OF ASTRAKHAN CITY)

Abstract. The article examines private trade regulation as one of the means to provide the population with food in the years of the First World War. By the example of Tatar fair the paper shows specificity of measures taken by the authorities to regulate trade and evaluates their efficiency. In particular, the author analyzes occupancy of shopping spaces provided by the City Council, assortment of goods sold at the fair and profit earned by the City Council from renting shopping space. The researcher concludes on insufficient food supplies through private trade.
