Abstract. The article is devoted to the problem of organizing a system for the search and support of talented young people, as well as the continuous support of a personality’s formation in the process of research competencies developing at all the stages. One of the mechanisms for identifying gifted students is the formation and development of pre-university education basing on the cluster approach ideas. The university role in the cluster is to provide collaborating subjects with innovations, scientific and scientific-methodological knowledge, advanced pedagogical and information technologies, lecturers-consultants, lecturers-tutors.
