Abstract. The article touches upon the problem of the organization human resources. The notions of personnel, human resources, labour and staff potentials are defined. Particular attention is paid to the notions “organization labour potential” and “employee’s labour potential”. The organization labour and staff potentials are compared and difference between them is shown. The main phases of human resources development strategy are revealed.
