Abstract.
The author considers the changes of regional political process nature and content within the Russian Federation by the example of Yaroslavl', Kostroma and Vladimir regions, by the materials of expert survey results reveals crisis influence on the relations between government institutions and elite groups, civil and democratic institutions, as well as describes the formal and informal changes in political process and estimates the anti-crisis measures of regional and municipal authorities.
