Abstract.
The author describes insurance agencies staffing under state insurance monopoly formation conditions in the period from 1921 till 1928, pays special attention to the problems associated with insurance agents' insufficient education, staff turnover and the activities intended to solve these problems, and tells about D. I. Efremov's activity - the first State Insurance Agency chairman.
