Abstract.
Today maritime transport activity is the basis of international economic cooperation. International treaties requirements implementation by the RF, relating to merchant shipping, demands the corresponding development of the Russian legislation on merchant shipping and its maintaining at up-to-date level. However, most international conventions in maritime navigation sector have not been ratified yet by Russia. In this connection there are multiple problems in the practice of application, mainly related to a carrier's liability and navigation safety ensuring.
