Abstract.
The author reveals the process of the material-technical base development of regional cultural institutions, pays special attention to the analysis of such problems as new cultural institutions construction, capital repair, as well as necessary equipment purchase, and basing on archival sources reveals for the first time the process of cultural sphere financing by local government authorities.
