LEGISLATIVE INITIATIVE IN PARLIAMENT: GENERAL AND SPECIAL

Abstract. The author reveals the notion legislative initiative as the most important stage of the legislative process in the Russian Federation, pays particular attention to the rights and obligations, the list of subjects with the right of legislative initiative in the State Duma of the Federal Assembly of the Russian Federation and People's Khural (Parliament) of the Republic of Kalmykia, basing on the research defines legislative initiative and subjects with the right of legislative initiative, and conducts the comparative-legal analysis on the basis of the Constitution of the Russian Federation and the Steppe Code of the Republic of Kalmykia concerning subjects with the right of legislative initiative.
