Abstract.
The authors consider the realia of the realization of the slogan Facing the Countryside put forward by the Plenum of the Russian Communist Party (Bolsheviks) in October 1924 and the process of local Soviets revival directly connected with it, reveal the reasons of elections cancellation in 1924, research the problems of the organization and administration of elections to Soviets, analyze their results, party and social composition, and consider the connection between the revival of Soviets and the process of some individuals deprivation of voting rights.
