Abstract.
The authors consider the mechanism of the implementation of 1870 municipal reform by the example of two district towns of Voronezh province; conduct the analysis uppermost on the basis of archival materials for the first time introduced in the scientific circulation, and pay special attention to the procedure of elections, electorate composition, and the quantity and class belonging of municipal councils and boards members.
