Abstract.
The author describes interconnections between the manifestations of separatism and devolution, which is destined to contribute to regional conflicts peaceful resolution, emphasizes the idea that the non-recognition of different cultures and the unequal distribution of state resources provoke conflict situations, and devolution, as a measure aimed at achieving peace, is interconnected with democratic processes deepening; and considers the basic factors that are the reasons of devolution (cultural, economic, and spatial), its peculiarities and basic preconditions.
