DEVOLUTION AS MEANS OF REGIONAL CONFLICTS RESOLUTION

Abstract. The author describes interconnections between the manifestations of separatism and devolution, which is destined to contribute to regional conflicts peaceful resolution, emphasizes the idea that the non-recognition of different cultures and the unequal distribution of state resources provoke conflict situations, and devolution, as a measure aimed at achieving peace, is interconnected with democratic processes deepening; and considers the basic factors that are the reasons of devolution (cultural, economic, and spatial), its peculiarities and basic preconditions.
