Abstract.
The author considers the problem of the penal enforcement system personnel professional training formation in Russia at the end of the XIXth - the beginning of the XXth century, and in particular pays attention to the problems of administrative structures system formation and the development of their functions, as well as the training of prison guards at advanced prison courses in St. Petersburg.
