Abstract.
The authors consider the problem of social initiatives legitimation aimed at the expansion of citizens’ participation in lawmaking, tell that theoretical development in legal literature, law-creating technologies and their role in the creation of the conception of legal system sustainable development in Russia form the basis of this problem analysis, and present a number of provisions on the status of legal system, providing the development of sovereignty of the people - the foundation of new law and order as a purposeful necessity of civil society.
