Abstract.
The author studies the problems of improving the living conditions of merchant fleet seamen in the Russian Empire in the second half of the XIX th – the beginning of the XX th century, pays particular attention to the resolution of seamen insurance questions, considers the ways and methods of the material support of crew members in case of death or disability, presents the review of the normative legal framework, regulating the work of wage labour employees, and concludes that there was no legal regulation of seamen insurance in pre-revolutionary Russia.
