Abstract.
The author mentions the lack of the sufficient number of qualified personnel for the Navy in the Russian Empire at the end of the XIX
th – the beginning of the XX
th century, pays particular attention to the resolution of the issue of training sessions organization on the ships of the Navy, considers the general problems, which arose in the process of the merchant fleet command personnel training, and comes to the conclusion about the existence of the system of merchant ships seamen training for the enrollment as warrant officers and naval reserve lieutenants.
