Abstract. The author analyzes the views of the experts from the German Ministry of Foreign Affairs on the formation and development of the relations with Soviet Russia in 1919-1922, pays special attention to the analytical work of C. Graap and M. Shlesinger, the experts, who studied the economic status of Russia and made reports on this issue, which influenced the decision making about economic and political rapprochement between Soviet Russia and Germany, and comes to the conclusion about the role of economic experts in the formation of the Soviet-German relations and preparatory work before signing the Treaty of Rapallo of 1922.
