Abstract. The article is devoted to the understudied aspects of veterans designation for the leading positions of subregional high-ranking functionaries system. On the basis of archival sources the authors analyze plots illustrating the scope of the incorporation, the reasons of high-ranking functionaries demobilization from the Workers and Peasants’ Red Army. Considering the study of the professional, educational and age-related characteristics of the used selection an attempt is made to highlight the priorities in the personnel policy of the regional party committee with regard to high-ranking functionaries system composition.
