STIMULATION IN INTER-BUDGETARY INTERACTION BETWEEN PUBLIC AUTHORITY LEVELS IN RUSSIA: CONDITION AND DEVELOPMENT WAYS

Abstract. The article is devoted to the research of the role and significance of stimulation methods in inter-budgetary interaction between public authority levels in modern Russia. In order to improve the quality and efficiency of public authority realization the author substantiates the necessity to admit as expired Clause 7 of Article 136 of the Budget Code of the Russian Federation establishing prohibition to assign inter-budgetary transfers to local budgets from the Russian Federation entities budgets basing on the results of local governments’ achieving the indicators values determined in accordance with Article 18.1 of the Federal Law “On General Principles of Local Government Organization in the Russian Federation”. Attention is also paid to the reasonability of introducing a new obligatory kind of inter-budgetary transfers – stimulating subsidies.
