Abstract.
As a result of the cataclysms caused by the First World War, the Civil War and intervention domestic industry, and military one in particular, was in a deplorable state. To restore it the soviet government resorted to foreign technical help. The political and economic isolation of the USSR made the country leadership appeal to Germany. The article reveals the basic trends of military-technical collaboration between the Soviet Union and Germany in the 1920-1930s in the sphere of naval equipment and armament, where submarine shipbuilding played a special role.
