Abstract. At the end of the 1930s powerful industrial basis capable of producing all kinds of products was created in the Soviet Union thanks to the selfless labour of the soviet people for the implementation of five-year economic development plans. This circumstance largely changed the nature of the external economic relations of our state with foreign countries. The article reveals the main directions of military-technical cooperation between the USSR and the USA, and gives the characteristics of import procurement in the sphere of naval equipment and armament at the end of the 1930s.
