LEGAL ASPECTS OF MEDIUM-TERM FINANCIAL PLANNING OF THE EUROPEAN UNION AND PRIORITIES OF SUPRANATIONAL BUDGETARY FINANCING IN THE PERIOD OF 2014-2020

Abstract. The article examines the importance of medium-term financial planning for the European Union taking into consideration its historical formation and modern development tendencies. The paper analyzes changes introduced by the Treaty of Lisbon into the normative consolidation of the long-term financial framework plan of the European Union. The author investigates the priorities of the European Union supranational budgetary financing in the period of 2014-2020. The researcher introduces proposals on the adequacy of using medium-term financial planning in integration institutions with the participation of the Russian Federation, in particular, the Eurasian Economic Community and the projected Eurasian Economic Union.
