Abstract.
The article studies the process of introducing a new element - district police guard into the structure of Tobolsk province police. The principles of the department formation are emphasized, and the quantitative characteristics, official competencies of employees are determined. The main conclusions are based on archival materials not previously introduced into scientific circulation, which allows the author to make the most objective conclusions on the issues under study.
