Abstract.
The article examines the activity of the Central Directorate for Press Affairs of the Ministry of Home Affairs from 1900 till 1904. The author provides a comparative analysis of the activity of the Central Directorate for Press Affairs under the Home Secretaries D. S. Sipyagin and V. K. Plehve, identifies the basic trends in the activity of the Directorate on the formation of the positive image of the authorities at the beginning of the XX century. The researcher concludes that before the First Russian Revolution the government as represented by the Central Directorate for Press Affairs did not recognize the necessity to fight for public opinion.
