Abstract. The article reconstructs the process of the formation and development of Higher Institute of Public Education in the town of Chistopol in the period of 1919-1921. The research is based on the analysis of documents represented in the funds of the National Archive of the Republic of Tatarstan and introduced into scientific use. The paper examines the quantitative and social composition of the students and teachers, the structure, administration of the educational process and the economic activity of the educational institution, identifies the specifics of its functioning. The author emphasizes its educational and ideological functions imposed by the state on such institutions within the framework of the developed political regime, identifies its role in the formation of cultural environment in the peripheral districts of the Republic in the initial Soviet period.
