The system to support the army, which existed in the period of principate, turned out to be inefficient under new conditions, when military units had to change their places of dislocation constantly, and soldiers didn’t have enough cash to purchase all they need. That’s why already at the end of the III century in the most important in military terms provinces the government establishes state workshops, which were obliged to supply the troops with arms and outfit. The state also took partial responsibility for the repopulation of horses implementing voluntary or compulsive purchases among the population.
