Abstract. The article aims to examine the specifics of the legislative regulation of the sphere of physical culture and sport in Penza region in the period of 1991-2012. Relying on the findings the author comes to understand the structure of legislative acts in the mentioned sphere, the changes that took place there during the analyzed period. The paper is of interest first of all because for the first time it tries to analyze Penza legislation in the sphere of physical culture and sport in the mentioned period.
