Abstract. The article provides a detailed analysis of the theoretical problems associated with the use of geographic information systems (GIS) in the activity of the internal affairs bodies. The authors summarize the existing practice and the advanced experience of protecting social security, analyze the theoretical approaches of using GIS by the law enforcement bodies of the Ministry of Internal Affairs of Russia with a view to improve their activity on preventing crimes and protecting the citizens’ security. The results of the research are as follows: geographic information technologies are developed by the scientists exploring the representation of crime, which is a branch of criminology. In Russia the results of such studies were practically applied only in 2006 but they were not commonly used in the country and still are not implemented into the activity of the Ministry of Internal Affairs owing to the lack of financing. Such geographic information systems are quite successfully implemented abroad. The researchers make the following proposals: the mentioned system can be developed and put into the practice of the internal affairs bodies of Russia, which would be a good example of the police advanced practice.
