Abstract.
In the article the authors make an attempt to analyze the process of the organization of primary school education by the example of Yelets district of Oryol region in the second half of the XIX century. The paper contains statistical data about the population of the district, the quantitative indicators of the number of the literate and illiterate people are given, the study of the material base of the educational institutions is carried out, and the teachers’ work is analyzed. The results of the research allow studying the process of the reformation of primary school system both at the national and regional levels.
