PROBLEMS AND PROSPECTS FOR DEVELOPMENT OF TERRITORIAL PUBLIC SELF-GOVERNMENT IN RUSSIA

Abstract. The article examines the problem of the realization of citizens’ right to territorial public self-government (TPS) and the prospects for its development in Russia. The author points out that TPS is a form of the voluntary self-organization of citizens in their communities to solve the issues of local importance autonomously. The paper justifies the conclusion that the modern Russian society lacks the sufficient experience of the efficient functioning of the institutions of territorial public self-government. On the basis of the mentioned problems the author formulates proposals on the improvement of territorial public self-government institution.
