Abstract.
This article deals with the reasons for the forced revision of the Bolshevik policy of the public financing of schools at the end of 1922. The peculiarities of the introduction of tuition fee and its further regulation and reduction at the beginning of the 1930s against the background of the declaration by the Soviet power of the universal education principle and its legislative consolidation are shown. The importance of tuition fee as a source of the multi-channel financing of the Soviet school in the conditions of new economic policy is emphasized.
