Abstract.
The article examines the problem of organizing the closed system of children’s care in the Central Black Earth region in the XIX - at the beginning of the XX century. The paper argues for the idea that the process of transition to a qualitatively new level on addressing this problem launched here already at the beginning of the XIX century. Special attention is paid to such trends of charity as assistance to orphans, prisoners’ children and under-age criminals. The authors conclude that the establishment of poorhouses and asylums for children allowed making social care more efficient and systematic.
