STRUCTURE OF EMPLOYEES OF SOVIET AUTHORITIES IN VORONEZH PROVINCE DURING THE CIVIL WAR (1917-1922)

Abstract. The article studies the structure of soviet authorities’ staff in Voronezh province during the Civil War. The influence of the Civil War conditions on the order and principles of the staff structure formation contrary to proclaimed egalitarian principles is considered. The authors carried out a quantitative analysis of the party, social, educational, age, etc. structure of provincial, district, volost, rural executive committees in 1917-1922. Correlation between the working capacity, efficiency of the state machinery and the structure of its employees is revealed.
