Abstract. The article considers the social and ecological state of urban environment in the second half of the XX century by the example of Irkutsk. The methods of historical research such as retrospective, comparative, and system ones are applied. Basing on archival documents and published materials the reasons of the ecological situation worsening and the activity of state authorities aimed at its improvement are analyzed. The idea is substantiated that social and ecological factors dominate in the formation of urban environment quality and affect the vital activity of population.
